New 3DS For Parts not working

This 3DS has some problems but can’t figure out what it is, when I tested it the top screen turns on but no picture pops up and all the buttons and screen don’t function except the C stick and ZL ZR button. Tried to open and see what is wrong but not to tech savvy. Cosmetically it’s in Great Condition I would say Grade B or Above
{THIS WONT INCLUDE THE BATTERY HAD A SPARE FROM MY OTHER DS ONLY TO SHOW THE ISSUE}
Issues:
•Top Screen is scratched/markings
•Top screen turns on but stays black
•All buttons don’t work except the C stick and ZL ZR button
