This is for one U bolt, one metal plate, and two plastic nuts.
Everything you see in the picture except for yellow cardboard. Nothing more nothing less.
Please be aware that the usable depth is 1.5″ so be sure to measure the thickness of your roof rack bars. If your roof rack bars are 2 inches thick these will not work for your application. They are 4 inches long (so holes in the cargo carrier should be 4 inches apart. The top does curve so it’s a little taller in the middle. They are about 1/4 inch thick.
