This is a piece of the rusty barbed wire used to bind the character of Kara in the Horsepower Trap. Of course, it's not *real* barbed wire, but a realistic, harmless replica. Kara was played by Gabby West, who secured her role by winning the second televised Scream Queens acting competition.
