As HYDRA is preparing to launch an all-out attack on Earth's nations, Nick Fury is outfitted with a specially designed new S.H.I.E.L.D. wardrobe. Meanwhile, a HYDRA defector manages to pass a microfilm along to S.H.I.E.L.D. with the launch site of a betatron bomb that HYDRA plans to launch, but the agents ultimately die before the information reaches S.H.I.E.L.D. While Fury, Jones and Dugan travel to the Balkans, where the trail first started, a meeting at Imperial Industries International reveals that the company seems to be a front for HYDRA.
